Bodycam footage captured the daring rescue, which included climbing up to the second floor of the barricaded home and using a hatchet in order to free her from the chains that were used to chain dogs.
WARNING - Highly disturbing content
Police body cameras captured the rescue of a woman who was chained to a floor by her neck in a Park Hill home in Louisville.
The newly released video shows officers responding on August 16 to a call from neighbors who heard a woman's cries of help.
Officers on the scene saw the victim crying for help through a broken-out window in the second story. They found that all of the windows and doors were barricaded when they tried to enter the home on the first level.
The policemen used the neighbors to help them find a ladder, climb to the second floor, and crawl through the broken window.
Warning: Extremely disturbing video
The victim was distraught when they arrived. They discovered that she had a dog chain wrapped around her neck, with a padlock on her throat.
The woman told them that she didn't know where her keys were but believed the suspect was likely to have them.
The victim, who was sobbing, said: "I don’t know. He has it on his keys." "I tried everything, including scissors."
They followed the chain to the floor and found it bolted into the floorboards. One of the officers used a hatchet to remove the chain from its anchor.
The victim replied, "Thank you very much."
When she was outside, the local fire department and EMS used bolt cutters in order to remove her chain.
According to WHAS11, Louisville police reported that Moises May, 36, was arrested two days after the woman had been rescued in relation to the incident.
He is facing a number of charges, including kidnapping and wanton endangerment. Other charges include assault (domestic violence), intimidation, threatening terrorists, physical harassment, and intimidating a person participating in the legal system.
He is currently being held under a $100,000 cash bail. The date of his court appearance is set for 28 August.
The victim and May have a child in common, and the Domestic Violence Unit has been assigned to the case.
May, according to his arrest citation, abused the mother before she was chained on the floor.
The victim reported to law enforcement that she and May had argued two days prior to her rescue, which led to the traumatic incident.
She claimed that May had forced her to the bathroom, where he held her on the floor with a machete and chopped off large chunks of hair. He was accused of further abuse by the victim, who claimed that he "slapped her around" before she could leave.
She said that she returned to his home two days later on 16 August to collect some of her belongings. According to his arrest citation, May locked the doors using a bolt that only he could open.
Police said that he slapped the victim and caused her pain. He then told her, "You're going to get it tonight" and, "I told you I would kill you the next time you don't return home."
The citation alleges May then forced the victim up to the second floor, where he wrapped a chain around her neck and bolted the chain to the ground.
The suspect is said to have told the victim he would kill them and taken their phone from her. The suspect is reported to have left the house.
In his arrest citation, police stated that May had shown a disregard for human life by leaving the victim cuffed up in the home with no means to call for help or leave.
The victim was able knock out the window of the second story and screamed for help.
