Firefighters forced their way in to find a 1-year-old girl. According to the arrest affidavit, she was wearing a bracelet that held her ankles and wrists together. She also had a black eye, and a bloodied lips.
KSAT reported that a two-year-old boy was wearing a "heavy soiled" diaper and was kept in a playpen "completely covered" with a changing table, while a baby carrier held him.
According to the affidavit Salais was granted temporary custody of the children while their biological parents are investigated by Child Protective Services for possible physical abuse.
Salais' custody was not granted. A CPS representative stated that she is not licensed to foster care parents in Texas. According to the Department of Family and Protective Services a guardian must have a criminal record check and a judge's approval before a child can be placed with them.
According to the outlet Salais was charged with several criminal offenses, including aggravated assault using a deadly weapon, dating back to 2002. However, all charges were dropped through deferred adjudication and insufficient evidence, or missing witnesses.
Salais protested her innocence as she was taken into custody

According to Isabella, the children's grandmother, Salais, is Salais' stepmother.
"I trusted her a lot," Isabella said.

Isabella claimed that CPS took her children from her after she was deemed "an inherent danger", prior to placing them in foster homes.
She said that all the dangers that were allegedly at risk being with their mother was actually what happened in the houses that they placed them in. My daughter was tied to a playpen and my son was inside. The playpen had the cover pretty much on and the door was locked. Firemen had to open the bedroom door to find my children tied that way.
She said to her children: "Tell your children that I'm sorry, that it got so far, and that I shouldn't have trusted anyone with them." They should come home now, I want that."
Salais' father Billy said that his daughter would not hurt any child. He claimed that Isabella was watching the children and that she was only responsible for their harm.
KSAT was told by he that she took in the children she loved out of kindness. "She is being presented as a sensationalized character, which is completely inaccurate."
Salais could be sentenced to a maximum of two years in prison if she is found guilty of child abuse.
He said, "What she did these children is, I mean it's unforgivable." "Two years seem like nothing in comparison to what she did these children."
Isabella claims she didn't know that her children were being held captive, but Chief McManus stated that he hoped for Isabella's sake that this was the truth.
"The children were taken away from her. He said that he didn't know the lawful connection she had with her children after this event. "So, I cannot comment on that."
Salais is being held with a $150k bond and $75k each child.
CPS has now returned the children to their care. Police also discovered a five-month old sibling at another home.
