"The brunette is the target" "Laundry Mat was a good place for victims to dream and watch," Denis Rader wrote, according to authorities. He is believed to be linked to the disappearance 16-year old cheerleader Cynthia Dawn Kinney.
In a 1976 journal entry, Dennis Rader (also known as BTK Killer) is linked to the disappearance in Oklahoma of a 16 year-old girl.
The Osage Sheriff's Office said last week that they "uncovered possible connections" to other unsolved crimes and missing persons in Kansas and Missouri with Rader after reopening Cynthia Dawn Kinney's case, a cheerleader from Pawhuska in Oklahoma who disappeared in 1976.
The case was reopened in December. Since then, the Sheriff's Office has been poring over Rader's writings -- including unpublished manuscripts and journals where he called his victims "projects." One of the entries that they found, just made public referred to a "project" called "Bad Wash Day."
The brunette was the intended victim. C-9 would be a possible victim I would keep an eye out for. "Hit PJ-Bad Wash Day", it said. He continued by writing, "Laundry Mat was a great place to dream and watch victims," adding that he would masturbate afterwards after watching the women.
The Sheriff's Office reported that "PJ" is Rader's abbreviation of "Project", while "C-9", corresponds to Chapter 9 in an unpublished manuscript where he intended detailing all the murders he had committed or considered as "successful".
According to Osage County's Undersheriff Gary Upton, the "laundry-mat" detail is important. Kinney was last seen in a laundromat located in Pawhuska – which is just a few hours from Rader's home at the time. Rader worked as a regional ADT installer at the same time that the bank next to the laundromat had new alarms installed. It is unknown if Rader actually installed the alarms in the bank.
CNN reports that he wrote on the same page "out of town till things cool down".

Rader was also named the "prime suspicion" in the death 22-year old Shawna Garber. Her body, which was discovered in 1990, wasn't identified till 2021. She was raped, and strangled.
Rader is now 78 years old and serving 10 consecutive sentences of life imprisonment after confessing 10 brutal killings that took place between the 1970s and 1990s. He called himself BTK (which stands for "bind torture kill") and taunted the police and media during his entire spree.
Rader has denied any involvement in Garber’s death , while Missouri officials said that there is "no evidence" connecting Rader to their case.
